Because if the police don't have a way of checking if a car was towed and not stolen and they open up a case file every time that seems like a lot of paperwork to do to close out the file when the person finds it was towed.
Checking the Impound database makes a lot of sense before entering it as a stolen vehicle.
The fastest way to check a database that doesn't require you to have a copy of that database yourself? Phone the keeper of that database.

If I said I drive a 95 rusted out Civic and that $2.50 breaks the bank, does that make it less irritating or more?
I was more going for the size of the gas tank. I could have said my vehicle with an 85 litre gas tank, but figured X5 was shorter. A 95 Civic only holds 45 litres. If the gas increase was $0.03, the 95 Civic would only be charged about $1.25 more for the fill. My point was that even though I have one of the bigger gas tanks, a small increase in the price of gas wouldn't change whether I filled up or not.

I think what Whitetiger is saying is, if you see the vehicle being stolen, then call.
If you come back to your vehicle and it is gone, then maybe call the impound first before calling 911.
I would suggest that you do not need police "right away" if you come back to a missing vehicle. If you witness it being taken, then yeah maybe you do need them right away.
911, like many services is heavily taxed, so if you can do some triage yourself that makes their lives/jobs easier for those that are in an emergency.
When we lived at home, my sister woke up to the sound of people breaking into her car to steal it in the middle of the night. Called 9-1-1 and got to watch them get arrested from her bedroom window before they made off with it. Honda Civic, haha.

What's your point? All I said was that the police would run the plate when you reported stolen. Who cares who owns the database?
Because even if they did run the plate it wouldn't show up because they don't have access to that information. They know just as much as you if it was towed or stolen. You have to find out yourself first if it was towed and if not then report it stolen. The police doesn't find that out for you. And White tiger IIRC is a police officer or works for the Police so I would suggest whatever his point is, it's a good one.
