The NHL would rather see expansion teams have early success like the Panthers did than year after year of losing seasons, like the Sharks.
This, if accurate, may take it too far though.

And I see why they want to give them a top-four pick each of their first four years. It makes sense. Even if they got off to a good start like Florida did, as the Panthers proved that doesn't necessarily set the stage for long-term success as they really started to struggle around the year 2000.

And yet, look how both teams turned out. Heck, throw TB and OTT into the mix. SJ, OTT and TB were awful to start but have much more sustained success despite having the much worse starts compared to Florida. Florida probably could've used more high picks early, instead of going straight to the 'Flames bubble zone'.

Honestly, to me, these gifts to get LV competitive is mostly to do with justifying the exorbitant expansion fee.

The 3-4 biggest success stories of the nine most recent expansion teams all had the worst starts to their existence.

It comes down to how good your management is. That is the deciding factor in how quick expansion teams turn the corner. Gift-wrapping LV a 'legendary start' is all about justifying the expansion fee IMO.

Sharks did win a playoff round in their third season and a playoff round in their fourth season, though. And they've only missed twice since 1997 (that includes last season). Not too bad.
