Love locks are stupid, wasteful, and they make bridges look like crap.
Cut those things off as soon as they show up!
Also, I find the most effective way to reduce complaints about cyclists is for pedestrians to keep their head on swivel, and to stay the hell out of bike lanes.

I think the line about keeping complaints down by taking cyclists off the bridge was a light-hearted jab at us cyclists always complaining about the bridge for many different reasons.

A red chair is good but it will need a night time beacon as well. Which may induce seizures, which could be fun.

Sure, I can see that.
But realistically an irritated, underpaid, under-fed, meth-induced Hobo with boltcutters who will chase you down should be disincentive enough for anyone.
Maybe he'll even be the one having seizures as he chases people. Which could be interesting.
We'd need to have a live-feed webcam of course. Charge a small subscription fee and the whole enterprise pays for itself!

There is no way the city permitted a company (probably unlicensed ) to attach things to their property. Looking at their instagram, it appears they sell these things inside Eau Claire or some distance away from the bridge to "help" people put their love locks wherever they want. So by keeping an arms length away from the actual attachment, I bet they are in the clear. Only a permit required to set up a vendor booth, which is probably (or not) what they got. That or they are classifying this as an art project and somehow got it through the city.
And they blocked comments on their instagram. Whole thing just looks like a quick money grab. Shame Global put it on the air.

Last year the company I work for was asked by the Artificial Reef Society of B.C. to submit some ideas. I couldn't quite figure out how to sell mine which would be a Phallic object with a structure like the Peace Bridge supported by a pair of ball like stands. But try to convince the corporate sponsor and many others that it was some inclusive object that was promoting diversity and equality. My hope was that at the unveiling, someone would call it out for what it really was, a giant underwater twig and berries.
Floating it out to sea and re-using something discarded does give me something to make this absurd dream become reality.
