The report is pretty clear that statements varied widely and sometimes contradicted each other...it's a bit silly to cite any single statement as any kind of smoking gun here.

Pro sports is a pretty unique environment, but it isn't hard to imagine a more typical corporation facing a similar issue and handling it differently if they happen to have a big shareholder meeting or product launch in the coming days/weeks. Which certainly isn't an excuse...but I can certainly see how most people seem to have left the meeting expecting a slow/quiet investigation instead of swift/loud...which based on the details they seem to have had at the time may not have been the 'wrong' approach. The bigger failures were in the subsequent events.
