Just had a skim through it and not of legal mind but appears to come down to the evidence and opinions of the psychiatrists on both the defence and US side. Page 99 onwards.

With the judge preferring the experts for Assange starting that:

What that she's in bad health, unlikely to fly considering she's been out on bail, living in a luxury mansion, going shopping whenever she wants to, eating good food.


You can argue that she's in a better health and mental situation for the American's to get by the Max security prison scenario will kill her.

I got the impression the Judge's verdict will likely fall on appeal given it is highly subjective and she was quite clear in not denying the request on any of the statutory/legal grounds (more objective) and simply did it on the mental health angle, which is flaky and relies on picking one expert over another.

That said, I'd still wager Trump pardons Assange and Snowden if I were a betting man
