More incompetent reffing. How does that ref refuse to let them snap the ball until there’s 1s on the play clock then immediately flag them for delay of game? Just bizarre.

Becuase there's a certain amount of time that the refs allow for subs. I think it is 10 seconds. The Cowboys intentionally did the sub scramble with 12 seconds to go on the play clock to mess the 49ers up, but 10 seconds still has to elapse. Dak needed to be 100% ready to snap when the 10 seconds see up and he wasn't.
