What this sounds like to me, is city administration coming up with new building permit fees relating to newer city policies in place, nothing to with the arena specifically, but something covering all new permits.
The city applied the policies to the building permit, and offered to even cover some of them.
A $650 million project has quite a few million dollars in various permit fees.
Perhaps it should have been budgeted for, but it sounds like these may be newer fees put in place by administration for all projects.
It isn’t the city trying to renegotiate the deal, it’s just applying it’s policies.
