In my experience Shaw is willing to negotiate on all of their packages. The best way I've found is to call with a purpose in mind - ideally you're unhappy with your current package pricing and are willing to switch to Telus. Do your research beforehand including calling Telus and asking what they offer. New customers usually get promo pricing so I assume Telus could beat Shaw's quote. Use this info when calling Shaw.
The first person you speak to when calling Shaw won't have much power and is customer service rep - tell them you'd like to cancel your services and they'll transfer you to the retention department. The customer service rep will talk to the retention department about your situation to discuss a strategy on how to keep you (they do this while you are on hold).
The retention department does the negotiating. Just explain to them that Telus is offering a better price for a similar package and that you'd like to switch. They'll put you on hold while they put something together for you. The more serious you are about switching, the better their offer will be. If their offer isn't satisfactory explain again that you'd like to cancel and switch to Telus - they'll want to know why, and you can explain that it's because their pricing is better. They'll eventually give a lower, best and final offer, which is likely the best price you'll get. It will usually be for 3-6 months in which time you'll have to call them again otherwise their pricing will go way up.
For the movie channels - have you considered using Netflix instead? I dont know what those channels cost but it may be cheaper to just get Netflix and go with the basic HD channel package.
Also - if you are going on vacation for 30 days or more consider suspending your account - that is when you keep everything but dont get any service for 30 days (or more) if you're out of town and dont need them. Great for lowering your monthly bills while on summer vacation. Shaw doesn't advertise this and it has to be 30 days minimum, and I think the charge is $10/m or something small rather than your usual monthly bill.
Finally if all that fails and you want someone to negotiate on your behalf, I saw on TV a few months ago a company called My Bills are High that does the negotiating on your behalf (for a fee).
