It's worth reading the whole article.
The non illegal version would be that they said go back and evaluate the strengths and weaknesses of all three and do not shortlist to two.
In the original memo it does state that all three firms were capable of performing the litigation. And the final version does leave in the cons such as their lack of Edmonton presence and lack of depth.
They also had the lowest fee.

I can see a reasonable reason for this type of selection as I have been asked to finish bid evaluations for groups I've eliminated and then that group selected by others as the drivers I was using may have not been aligned with what the deciders were using.
Or it could be fraud.

Does she even have one redeeming quality? Amazing how such a morally corrupt person could go as high as she did. My issue is that lots of people knew what she was about but kept their mouths shut in fear of their jobs. What ever happened to having a conscience and doing the right thing for the people?

She picked the firm that was ranked 3rd out of 3 firms for Provincial litigation. Her ex-husband, who she was separated from for 20 years was a partner at the firm.
What exactly did she do that was illegal?

The PCs could have survived Redford if Prentice hadn't followed up as such a mediocre replacement. But I think Redford's corruption left him with wiggle room.

Her ex husband was head of the Government of Alberta's 2011 Transition Team, and Chairman of the 2012 PC Provincial Election Campaign.

Although they've been separated for 20 years, he still has very close ties to Redford and the PC party.
You don't see this as being unethical, and a conflict of interest by awarding his law firm a huge multi-billion dollar lawsuit?

She did pick the lowest cost option amoung the bidders capable of doing the job. If having a presence in Edmonton wasn't a stated consideration in rfp package it might actually be illegal to exclude the firm for that reason. In a typical government procurement process lowest cost meeting spec is selected.

She should have excluded herself from the process considering the obvious conflict of interest.

I'm not saying that ITRL should've been excluded from bidding, but Redford should have removed herself from making the decision knowing that Robert Hawkes is a partner of that firm.
It looks like there is pretty strong evidence that the original memos were altered and ITRL was ruled out, leaving the other two firms as the best option.
The lowest cost isn't necessarily the best option, because it doesn't always deliver the best results. The committee would have looked at lots of other factors in addition to cost, before making their recommendations.
Redford doesn't really have a great track record as Premier, and this situation seems to be another example of her corruption and manipulation.
