Not sure how true this is, but apparently when SCTV was first being broadcast they gave the laugh track assignment to someone who didn't understand the humor. There were problems with the track overlapping a lot of jokes.

Laugh tracks are like training wheels for people new to comedy. The show has to tell you when to laugh.
I like BBT but could do without the laugh tracks as well.
They definitely are silly, but laugh tracks aren't to tell people when to laugh, it's because the average person doesn't like to/and subconsciously won't laugh as hard if it is them laughing all by themselves.
Movies don't have laugh tracks because they are typically viewed with others.
Television is mostly a in-home by yourself (or small group) thing.

I agree with you on it needs something more. It isn't a bad show, but isn't a good show either. There is really no character development.
I'm actually pretty surprised the guy from Drew Carry show is on it in such a minor role. I know he isn't too big of a name (I don't even know his name), but you would think he could do something better than this.
Parks and Rec didn't really do much for me in the beginning so maybe it will get better.
Actually, I'd say all of NBC's Thursday night comedies were pretty weak when they started, but all found their voice within the first half dozen episodes or so.
