It doesn’t get called when it has no impact. At the moment Ras steps on the ice, Detroit has an easy breakaway. He only stops it by cheating. If the play was behind Detroit net and they’re regrouping, no way it gets called. Purely situational.

Especially if the player gets off before the one coming on has any involvement in the play. That’s the standard.
