And there are no indications how local dispensaries and medicinal grow-ops would be impacted.

Don't underestimate the purchase power of pot smokers. Colorado did and look what happened to them!
I'm half considering turning 2 of our shops into grow ops if they legalize it. I could probably grow 1000 plants here, pulling a pound off each plant every 3 months. That's 12 000lbs of weed every year @ $2000 per pound......
Who cares how much tax I pay at that level!!! I'm a millionaire b**ch!!

If they let anyone grow it, prices will drop dramatically, since anyone with a quonset and all of BC would work.
I think it's more likely growing will be regulated dramatically, and probably with quotas (like milk, eggs, etc). If Trudeau really wanted to solve the budget deficit for a year or two, he could auction off marijuana quota to the highest bidder.

No idea what supplier prices are, but street prices are:
$240/oz
240x16 = $3840.
No idea what the input costs are though. And, at least initially, taxes would have to keep the prices equal/competitive to, or even under cut, street prices, or you're negating the whole reason for doing it.
