Yes, except the new rule still wouldn't have prevented the Flyers from trading Carter or Richards because they were not yet eligible to have a NTC/NMC on their contracts.
They were both 26 with 6 years of NHL experience when the Flyers moved them. You have to be either 27 or have 7 years experience in order to have a NTC/NMC.
Even though he's only 26, Sutter has 7 years of NHL experience. This is why his NTC can take effect immediately.
