I have never bid on City of Calgary work, but I have bid on work with other municipalities in Alberta. Some of them have pretty clear methods for determining the winning bid. They assign points to the bid based on many categories and then total the points to pick the winner.
Some of the categories are: price, schedule, innovation, environmental, safety, man power, past history.
They could give Graham a lower score in past history but if they were better at everything else they could still win the bid.

That seems very different than what is being proposed here (i.e., complete disqualification of a firm if they have launched legal action against the city.) Secondly, presumably "past history" should refer to quality of work, not whether a commercial dispute happened to arise (which can happen for many reasons, many totally out of the control of one or either of the parties.)

Personally, I think it should be the City going after the contractors for money. The surface bumps and undulations on the the red structural portion remind me of a teenagers face. Was there no quality control whatsoever?

I think it's a cautionary tale to a city council next time they try to force an expensive luxury item through that the majority of the city opposed. They brought this on themselves.

Just because there were a lot of people whining about it doesn't mean they represent the majority. I'd be willing to be a lot of people were, and still are, huge supporters of us getting a well-designed pedestrian bridge. What you consider a luxury, a lot of people consider a necessity of a city growing up into something better.

If the city wants to develop into something better, structures like the peace bridge need to be built. It is a small piece of the puzzle, but for a city with growth potential like Calgary, it is a good part of the puzzle.
