Well, to be fair, those roads were designed to support the hamlets of Balzac, Kathryn and Keoma, which combined might have 1000 people. I'd fault provincial regulators who should have made twinning the 566, at the very least, both the responsibility of the developer, and a condition of opening the mall.

My understanding is the mall submitted the necessary applications for more roads/expansions well in advance. Our wonderful provincial government messed up by not granting CrossIron Mills the permits to build a new overpass south of the mall before it opened.
