Sure, but in cases where one GM messes everything up and then the next GM has to clean up the mess, it's kind of unfair. And it could be very difficult to get things back on track for a team with an empty cupboard, if they don't get any luck in the draft lotto.
That's why a simple lotto for all non-playoff teams isn't quite the answer, IMO.
I think it should be based partially on average draft position over the past 10 years. Teams that have a bunch of high picks recently should not get their hands on more, at least not for a while. Teams that have been stuck with picks in the middle or end of the first round for years and years should be looking at an early pick.
But I think it should also be based on how much suffering a fan base has been through. The fewer playoff series you've won over the past decade, the better your pick will be.
But then you have situations like the Sabres (or the grease prior to winning the lotto of all lottos) that pick early multiple times and don't improve. Some organizations are beyond help, I guess.
