I've investigated that before. It doesn't work. The levers are almost always in a V shape and the lever sits on the push down punch piece itself and the rivets somehow use the sliding punch piece as support. Plus the two hole punch doesn't go as deep (approx 1cm deep vs up to 2-3cm for any one hole punches) so the brass fastener can rip through the paper easier. Two hole punches are dirt cheap and I can easily find them for a few bucks. It would have been great if it would have worked.
I've investigated using 2-4 hole lever punches and modifying them as well. Also typically has issues with removing the punches/sliding them or not going much deeper than about 1cm.
Handheld ones are a PITA to try and get through more than one page as it not designed to help stabilize a stack of papers by pushing on two corners like the 1 hole lever punch is. Higher chance of it starting to slide and fan out after 3-5 pages are stacked together.

They inexplicably were discontinued a few years ago. No one stocks them. Staples, Grand and Toy, Walmart, Amazon, Ebay... supply just quickly drained out and then I never saw it again. Hard to find on the internet and stuff. I'm looking for one as a replacement to the one I have that broke. I'm basically going to have to hope a store without an online presence has one sitting on a dusty shelf somewhere or some used ones pop up for a reasonable price (not $50-80+).
I've found two at thrift stores over the last few years, but they're often in horrible shape and basically not able to even punch holes anymore.
