It's always been promotion and relegation. But the size of the tournament has increased from from 8 to 12 to now 16.
Only Korea is really getting pounded. All other games are pretty close. Many teams such as Germany, Switzerland, Denmark, Latvia and France have improved. More importantly, they are producing the odd NHLer due to development at this level.

This is the Latvian goalie's second game of the tournament. His first game, he allowed 8 against Finland.
Apparently, he was born to play against Canada.

Yup, these tournaments are a huge deal for the countries trying to make the top.
I still remember what it was like back in the 80's when Finland had very few NHL players and had never won a medal. Any win over one of the major countries was a huge deal back then, and making the stage where one more win would get us to the medal games was an achievement. A decade later we started to be a regular in the medal games.
The world championship tournaments and the olympics provide crucial visibility for the sport. Finland winning silver in the '88 olympics gave a big boost to the popularity of the sport here. Wouldn't surprise me if Germany's miracle run in the olympics creates their own golden generation a decade from now.
