The whole rule about the ref intending to blow the whistle doesn’t mean anything? The ref clearly goes to blow it before the puck is in and takes it a step further by not pointing goal and then talks with some guys 30 feet away and overturns his own view??

Absolutely kicks towards the puck, hard to tell if he contacts the puck but I assume he must have.
At the very least, he friggin kicks Smith in the crotch!
