For skills, Sprint Marathon gives 40% extra for 4 seconds (can be spammed continuously). Frenzy Vanguard 15% extra for 4 seconds after attacking (refreshes after each attack). Wrath of the Berserker increases movement speed by 20% but only lasts 20 seconds with a long cool down.
For my items I have a ring that gives me 60% movement speed after fearing an enemy for 4 seconds (I have a skill that can fear about every 5 seconds). A belt that increases movement speed by 30% after using War Cry for 10 seconds (the belt increases party speed and can go up to 40%). A pair of bracers that gives a "short burst of speed after destroying a wreckable object" and some boots that give me extra speed while hurt.
It's really hard to measure the actual movement speed as it takes up half the screen and I need everything to work together but I've seen sometimes very close to 300% with full life.
The only viable build I could imagine is very fast run throughs with little regards to anything but getting each act done quick and doing chest runs in high torments. The fearing the enemies doesn't really work well if you want to kill the mobs.
