I agree on the mental health. Unless a person poses a risk to himself or others you can't have them comitted to a psyciatric ward or hospital for help. Mind a peace officer can bring them in to have the physcian decide wether the person is given an admission certificate.

The quote on quote from my post was in answer to Sowa's comments. I wasn't actually saying that they're lower than human species, just a general problem that will never get better. What I was trying to get at from my original post is that you can't abandon the street people because it would be inhumane to do so, especially in weather like today, but having a system in place makes it possible for a high percentage of these people to take advantage of it. Like I said before, I don't care if not having any sympathy for these people makes me an ass, they're just an unavoidable nuisance that will never go away and will continue to get worse as the city grows.

High percentage? You may want to re think that.
