Would it not be up to SN to sell such a feed since they have the broadcast rights in Canada?

Not sure there is much the league can do....those with the rights decide how to get the best return on their investment.

How do the Flames get this type of game out of Klapka more consistently? Feels like once a month he looks like an absolute menace and feared by the other team and then he goes quiet for a while
