Doesn't seem like the best path to winning. Its a breakaway contest - not a continuation of the normal hockey game.

https://www.nhl.com/player/petteri-nummelin-8468613 has the best shootout percentage in NHL history - 8 goals in 10 chances. He scored 9 goals in his career otherwise but was a guru on shootouts apparently. Not giving him a chance when he sucks in a game.. is just a terrible decision making process. It'd be like deciding who to give the most ice time in the hockey game based on who drove to the rink the best.
Joe Colborne was a bag of wank for a lot of his career but you'd put him in the shootout because he's good at it.
