Here is a tip that helped me find Serenity Valley:
When you click "Play" and are presented with the Join/Create a region screen, click on friends up on the top right, and then choose Nehkara. I was then able to see the 4 regions (at the time) that he had cities in and Serenity Valley was one of them. I clicked it and was joined up. About 5 seconds letter the invites showed up. They come as an in-game email and can be accessed by clicking the little letter icon up in the top right.
This, of course, assumes you were sent an invite in the first place. I think the in-game email system is playing catch up.
