Sell rights for the Super Bowl to one canadian station, sell the rights to show the U.S. ads to a different station.
Best compromise that I can think of.

Anyone know if we'll be able to see American Super Bowl commercials this year? Super Bowl commercials aren't that good but they're better than watching Wendy's and Canadian tire commercials every commercial break.

It sucks for the audience but was the right decision. Canadian stations have the right to make money from commercials during the SuperBowl as well.

but I should also have the option to watch an American feed if I choose to. everyone knows half the appeal of the game is the commercials.

As consumer we pay for access to the American networks and should be able to see what they broadcast.

The US ads are largely overrated, but geez, the thought of the same 4 Canadian ads/promos over and over again...blech.

I think it is the right decision, to be honest. Why would a Canadian broadcaster pay big bucks for the rights if they can't have exclusivity to run their own ads to make good on that investment? And why would the NFL allow the value of their product to be watered down like that?
I can't imagine another broadcaster from any other country in the world buying the rights for something and then being told that a foreign feed with different, unpaid ads would be running against it in the same market. It just wouldn't fly.
