By definition, a rebuilt is trading vets and current assets to de-emphasis short term winning in favor of long term competitiveness. You can't rebuild without "throwing in the towel". That's a retool, which most of us are very sick of.
Tanking, in the old sense, is throwing games. Playing to lose. Get the EBUG into a couple of games, maybe take a couple shots of bourbon before suiting up, making a play to get scored against. Facetious though I may be, some of us are old enough to remember games like this. It's also trading players for no return other than to lose. Tanking for Lemieux back in the day. Two teams on the ice, desperate not to win the last game of the season.
Flames aren't doing this. They play to win, every game. That's the culture built into them. They aren't trying to lose. But the trading of current assets for future makes them a worse team, and they start to lose. But they NEVER play to lose.

Is there a difference between rebuilding and tearing something down and removing every single last piece of debris and then excavating a new hole, pouring a new foundation, framing it, then roughing in electrical, plumbing, installing new fixtures, appliances insulation, drywall, paint, tile, flooring, concrete, landscaping, millwork, exterior finishes, etc.?

That would depend on the state of the structure, and the architect’s plan for the new one. But, I’m not an architect, and I’m hear to talk about hockey. The new dome discussion is in another thread.

Those aren't really offseason type deals/players. Gm's will want to add them as pieces when they see an arms race. They want playoff Kadri not all-season Kadri. And with him he gets less tradeable every year due to age.
I don't worry as much about Coleman.
