If Smarties and Maltesers are not considered bars, I think we have to seriously question the credentials of Reese’s Peanut Butter Cups. I would like to officially push for the disqualification of Reese’s in any and all current or future chocolate bar discussions.
They aren't bars, they are chocolate treats.

Does being round make them not a bar? Does having 2 in a package not make them a bar? What about the oversized Reese's Peanut Butter Cups that are sold in individual packages?
There's also the half pound cup:
Bounty "bars" are oval and come two to a pack. Both Big Turk and Toblerone come in "bars" that composed of smaller pieces meant to be broken apart. A small bit of chocolate conjoining the Peanut Butter Cups would qualify them as a bar?

Bounty bars are short bars, little different than halloween-sized bars.
Reese’s are cups, not bars. If they were bars, they’d be bars, but they’re cups, so they aren’t bars.
I feel like this doesn’t even warrant explanation.
Big Turk and Toblerone (terrible) are both bars. If they weren’t attached, they wouldn’t be bars, but they are.
If you attached two Reese’s cups together they could be a bar, but would no longer be a cup, because bars aren’t cups.

Finals time! So this was weird for me, all 8 of my picks advanced to the 2nd round but neither of my picks made it to the finals. Anyways there’s 2 days left to vote!
a
: a straight piece (as of wood or metal) that is longer than it is wide and has any of various uses (as for a lever, support, barrier, or fastening)
windows with bars across them
a door secured by an iron bar
b
: a solid piece or block of material that is longer than it is wide
a bar of gold a candy bar
c
: a usually rigid piece (as of wood or metal) longer than it is wide that is used as a handle or support
especially : a handrail used by ballet dancers to maintain balance while exercising
By the strict dictionary definition, you are correct, any "bar" must be rectangular. By this definition, you would also exclude anything square or triangular.

Since we are debating the merits of "bars", I present a formal rejection of Twix as a valid entry in the bracket. It is two skinny sticks, not conjoined hence not a chocolate "bar". Thank you.

bro, it is clearly two bars, there has been no measurements definition based on "bar".
