I believe that's what happened with the Flames ROR offer sheet. He signed the offer during the season. Difference there was he had played in another league and that brought in the whole waivers question.

So you noted RFA can negotiate with other teams.

All RFA can do this, just cost of acquisition is high due to the offer sheet picks? I didn’t know that. I always though offer sheets were blind

Nylander didn't have arbitration rights yet, so neither he nor the team could file for it. If you sign your ELC between 18 and 20 years old, you need to play 4 seasons in the NHL to get arbitration rights. Nylander had only played 3.

Not all, as I noted some college guys can't if the burn a year off their ELC. There are different classes of RFA.

The other thing on Arbitration is that most players need at least 4 accrued seasons or to be at least 24 to have those rights. 18-20 you need 4 seasons, and it slides from there to a 24 year old needing at least 1 season.

So Nylander or Tkachuck off their ELC's both had 3 years and were younger than 24. So no arbitration rights for player or team. But they could sign offer sheets. Just that offer sheets only work when a players salary is massively inflated like Kotkiniemi last year.
