It's just a way to make the rules unnecessary complicated. Hockey is very good at that.
The rule would pretty obviously be better the way you said it. Not just because it would be simpler, but because it's easier to tell exactly when/if things (in this case the puck and the blueline) touch than when/if they stop touching. The first matters all the time in life, the latter not nearly as much, and thus our brains just work that way.
Our brains are also better at keeping track of things that are fixed than things that change with context. So the blueline being always a part of the same zone would again just be better. It's a really minor thing obviously, but it's still just silly.
As I've said many times, hockey rules are pointlessly complicated and generally written with no consideration to how easy it is to make calls.
(It would also visually be better if the blueline was a color with good contrast with the puck. So for example, not blue.)

Except when it comes to visibility.
It's far easier for a linesman to see if the black puck has fully crossed the blueline onto white ice than it is to see if the puck is fully on the blueline entering the zone.

Hmm, maybe.
I was thinking that since the puck is quite often against a stick, it would be better if you could more easily tell the puck apart from the stick. A contrasting background color should make this easier.
Of course you could also theoretically mandate that sticks or the tape can't be black, but that's a whole new can of worms.
In any case the puck should count as being in the offensive zone the moment it touches the edge of the blueline on the neutral side of ice (and out of the offensive zone once it's fully out on that side).

What did they change after the 2004 lockout? Just moving the bluelines closer to center, widening each offensive zone?

I thought they changed it while Sutter was GM. I remember him talking about it, though in hindsight, maybe he was just saying he wanted it and thought it would improve offensive play.

I remember back in the 90s when the Trap was starting to ruin the game, there was a discussion about widening the blue line to 2 feet.
The idea is that this would have effectively allowed offensive players to slightly precede the puck into the zone while still remaining onside. Of course, this would have required them to also change the very rule we're talking about because it would have only worked if both the puck and player were considered onside when they were "on" the blue line.
As far as I remember, it was discussed but never came close to serious adoption (although it may have been tested in the AHL or during some preseason games).

The US NE (New Jersey in particular) has a love fest for Bon Jovi and Bruce Springsteen. When you are down there you would swear they were still in the primes of their careers. Given the geography and Jon being a big Patriots fan it's understandable I guess.

Best in the league, imo. I've ranted about the bad rap they get for years and proclaimed they'd be amazing if they ever got anything to cheer for. Great to see it finally happen, but bittersweet that after all these years they'll lose this rebuild through top players choosing to leave through free agency.
It's really heartbreaking, actually.
