Porter looks to be part of the group of coaching staff that went out to check on and take Brown off the field after the attempted murder

4:30 mark in the video he's walking off the field with Brown and rest of the staff. He's trailing though and get separated by Burfict and then Gilberry (#95) sees him and speeds up, purposely physically bumps him from behind. Then you see the rest below.
Porter is already backing up with hands completely down and idle, literally keeping his mouth. Smiling almost. Bengals themselves do the rest; Pacman surges in and pushes the officials.
It would be ridiculous to try to blame any opposing player for the penalties at the end of the game, it's all on the Bengals.

The altercation that you mention wasn't on the field at all, it was deep on the Pittsburgh sideline. Doesn't excuse it but it's not like he's running on the field of play to pull his hair like you are claiming and Mike Munchak correctly got a penalty for it. Probably facing a fine too.
