I don't believe so but in 2011 NJ won the lottery and started at #8 (they moved to #4 and selected Adam Larsson). Not to mention Chicago won in 1999 after starting #8 and LA won in 1995 after starting at #7.

Florida gets an asset for it in this situation though.
Really depends on Florida's draft board. If they have it Mackinnon, Drouin, Jones, they maybe make the deal.
Florida predicts that Calgary just takes Mackinnon if they can't work out a deal with Colorado. That means that Florida still doesn't end up with Mackinnon.
In this case they get the added asset, and their second choice.

I hope Edmonton wins it. Honestly. I want Edmonton to have the 1st overall.
Because their fans don't want lottery picks any more. They want to win and are starting to get embarrassed about losing, despite having the greatest young hockey players in the world gift-wrapped for them. Oilers fans are discovering shame.
I want them to wallow in their shame.
And their management is so inept that another 1st overall will not improve the team significantly.
I want the Oilers to drown in the cruel irony of their quest for failure. Because that's what they deserve.
Let them choke on 1st overall picks.

I've found that Bill Daly usually would announce the draft order around 6:15 to 6:20. Somewhere around there.

They never show the draw. The actual lottery is in the process of happening in the next 5-10 minutes and then they just show the envelopes with the top 5 teams.
