Dean "Boomer" Moberg was on a podcast https://www.soundoffpodcast.com/dean...rg-barn-burner and here is his take:
Quote:
And remember, there's been a flood that happened. The Saddle Dome was underwater for like ten rows. The old dome is hanging in there, but barely. You have the Conservative government, which then went NDP. Then it was back to Conservatives. We've had a mayoral change. The last mayor wasn't a big fan of the thought of paying for a rink. I don't think the new mayor is either. You then have the Calgary Stampede, which is a major player in all of it. They have a lot to say about what goes on. So you just have a lot of people with varying opinions, with very real interests in what happens. And it's just crazy. When I moved here, this city was so vibrant and you felt like you could build whatever you wanted. It was all coming. And now you laugh. Regina and Winnipeg and Hamilton, everybody has a better football stadium. Everybody has a better rink. We don't have a baseball like in Winnipeg. The gold dies. That beautiful ballpark. Okotoks? That's little town to our south, they have a ballpark. Calgary doesn't have a ballpark. I don't get it. And the thing of it is, three years from the time you put a shovel into the ground, you're maybe completed, I don't know how it's going here. They keep coming back. They booted everybody out and they brought new people in and they've got people working in the middle to try and bring these two together. It's really sad. Ken King had the idea of putting it all under one facility and putting it at the west side of the town and everybody's, oh, I couldn't work. That couldn't work. Too much money. It probably would have been a bargain by the time this new one gets built. Whenever it does, it's really kind of silly to see how long it's taken, because there are really no further ahead. It's white noise now. Oh, there's an update on the rink. Let me know when they're digging holes.

NDP appear to have loosely budgeted for the arena deal (with matched funding for Edmonton) in their proposed budget if they win the election:

This might be old news to Calgarians, but for me, hearing some details for the first time.
U.S. firm will be paid $18.9M to oversee construction of new Calgary arena
https://www.cbc.ca/news/canada/calga...ager-1.7048958
Quote:
A date has not yet been selected for construction to begin on the new arena.
Thompson said that will be set in 2024.
A development permit application has not been submitted yet to the city's planning department as design work is continuing.
Preliminary work including the removal of some underground utility lines near the arena site is expected to start early in the new year.
CAA Icon's development manager contract estimates the arena project will be completed by the end of 2026.

9.5% Ticket Tax/facility fee on all events at the new arena with the exception of Calgary Stampede and City of Calgary events. The 2019 agreement had a 2% ticket tax. The ticket tax will go to the city to help recoup its investment.
This changes the economics of the deal a bit. When this deal was presented to the public, there was no mention of a ticket tax.
https://calgaryherald.com/news/local...tre-ticket-tax
Quote:
When the Calgary Flames’ new arena opens in a few years’ time, a nearly 10 per cent tax will be imposed on nearly all tickets.
A 9.5 per cent ticket tax for events held at the new downtown arena, which will replace the Saddledome, is outlined in agreements released Thursday by the City of Calgary — a nearly five-fold increase from the two per cent proposed in the 2019 deal that failed to cross the finish line.
The city will use the ticket tax, known as a “facility fee,” as a measure to recoup the city’s $515-million tab to build the event centre block. Overall, Calgary Sports and Entertainment Corp. will pay the city $17 million annually — $7 million coming from rent payments and $10 million from ticket tax revenues. (A one per cent escalation cost will be added each year.)
The annual payments from CSEC to the city are guaranteed, regardless of ticket demand, said Michael Thompson, general manager of infrastructure services at the City of Calgary.
“If ticket demand goes up or down in the future, if naming rights go up or down in the future, the city gets that consistent and reliable $17 million escalating at one per cent,” Thompson said.
The ticket tax applies to all events in the new arena, which includes Flames, Hitmen, Wranglers and Roughnecks games, along with concerts and other events, with the exception of Calgary Stampede events and city events hosted at the arena.
The 9.5 per cent tax matches the number Edmonton landed on after pitching in $125 million for the Rogers Centre’s design and construction.

Project update – March 1, 2024 | Calgary.ca
Quote:
The design and planning phases are progressing in a coordinated approach to ensure a timely delivery of the Event Centre Block. We are committed to delivering this project as quickly as possible so Calgarians and visitors can begin using the new event centre, community ice rink, and neighboring amenities. It is a multi-year construction project, and every effort is being made to expedite the timeframe.
In February, the design team submitted two of three development permit applications to facilitate construction of the event centre block: a stripping and grading permit and a shoring and excavating permit. A separate development permit for the building is scheduled to be submitted in the coming months. By sequencing the permit applications in this way, we can schedule the work and trades required to begin the excavation process as soon as the design of the Event Centre Block is complete. This process creates efficiency and saves time and cost in the overall project schedule.
Site preparation will continue over the next several months including reconfiguration of 5 Street S.E., utility relocations, and various site clean-up activities. While the overall schedule is still being finalized, we expect to share the design and break ground in 2024.
