I don't know if there's a standard at all. For the Flames, it looks like they did the captains first, then the goalies, then everyone else by jersey number.
EDIT: Checking out a few other teams, it looks like most teams put the captain(s) first followed by the players in alphabetical order.
Tampa's list doesn't have any logical order that I can figure out.
Anaheim's is weird too -- I think they ordered it by the players' seniority in the league. Penner, Getzlaf, and Perry are the last three players listed, so it's not alphabetical or numeric and they were the three youngest players on that team.

Through some internet sleuthing, I was able to determine the exact game that photo was taken at. Here are the clues...
It must be the 1981-82 season because Mel Bridgman was acquired early that season and Guy Chouinard switched from #16 to #7 at the start of the 1982-83 season.
Eddy Beers only played 5 games for the Flames that season and only one was a home game.
Therefore, that photo must have been taken on March 25, 1982. The Flames lost to the Oilers 7-2.
