Based on your theory, the Stars are a better team than the Flames because they have won the matchup between them.

How the Pacific has played against the rest of the league is a much more accurate way to determine the strength of that division than using a smaller sample size.

We are comparing 1 division vs another. Thus I think it is fair to look at the record head to head, which isn't a small sample size (its 150 games +) not a 3 game season series.

Either way I think you are missing my point. The central may be indeed better than the pacific or vice versa. There a statistics you could pull (that aren't a small sample sizes) to fit your argument. Thats why I think its subjective.

4-6

Though it’s totally possible, in the current format, to have...

1-9
4-8
5-7
2-3

With the 6th best team missing the playoffs

That argument can be made for seeding 1-16, in fact there were years when the Flames missed the playoffs but had a better record than 8th in the East (I think one year they had a better record than 7th in the East).

To me, if you seed 1-8 in the conference, there shouldn't be divisions and the schedule be balanced within. Each conference.

Larger sample sizes are a better indicator than a smaller sample size.

If the Pacific was indeed better, why are they worse against other divisions than the Central?

You simply can’t choose to ignore those games. I am counting all games, you are excluding ones you don’t like.
