When a player is on LTIR, his salary still counts in-full against the team's cap for the entire time he is injured.
What LTIR allows a team to do is exceed the cap temporarily to replace that player in their lineup. If they already have enough cap space to replace the player without exceeding the cap, there is no LTIR benefit to be gained (this is why Stone hasn't been put on LTIR by the Flames). If the replacement player(s) don't use up all of the available LTIR space that's created, the unused portion cannot be banked for use later in the season. Once the injured player is cleared to return to action, the full amount of his LTIR space disappears and the team must make the necessary moves to become compliant.

I almost feel sorry for Talbot. He comes to Edmonton, a goalie graveyard with sky high expectations, and gives them the best goaltending they have seen in years. This included carrying them to the playoffs playing 73 games in 16-17. Despite this he gets zero credit from the organisation who are instead too busy fawning of McDavid and Draisaitl. Then after a sub par season that was just as much the team's fault as his management makes a point of saying Talbot needs help and brings in Koskinen.
At this point his confidence must just be shot and it doesn't get any better when the team still sucks. Then he finds himself in the backup role with the other goalie getting a contract extension for more money than him despite only playing 20 games.
So at this stage Talbot has probably accepted he will be riding the pine for the season and is looking forward to moving on and trying to resurrect his career on another team. But then all of a sudden he is the starter again for reasons which no one can really understand.
Poor guy. Hopefully he finds success elsewhere. I wouldn't even mind if the Flames gave him a chance.

Getbak already responded, but the cap is calculated daily, so yes, the Oilers would only have to account for what is remaining of his salary for the season.
CapFriendly helpfully provides some numbers that makes it easier to figure it all out. As of right now, the Oilers have enough cap space to add a player with an equivalent full season contract of about $4.26 million. Sekera's full season hit of $5.5 million therefore puts them in trouble.
And as others noted, they can't just bury a guy in the AHL and call it good. They have to either move a contract worth over $1.25 million or so to another NHL team entirely, or demote two players and run with a 22-man roster.
