Back in the mid 00's they had a good program where you actually got a home energy audit(which is way more in depth than this-like pressure checking the home for leaks) and they covered some or all of it if you did some suggestions. I got a new furnace, with a pretty big rebate(over $1000) and did some other stuff that got other rebates. It was a good program. This sounds like a very mickey mouse version of it.

Technically it's law as the CEC has been adopted by Alberta. The city worded their website to be compliant with it. It's definitely a rule that is frequently ignored, but it's a rule that could leave the NDP or anyone who performs any work without a permit

No. You need a permit to "install, alter or add to an electrical system". Changing switches and plugs, thermostats, light fixtures is not altering the "system". You don't need a permit to replace stuff that doesn't alter it's use...so light bulbs, thermostats, even new low voltage lighting etc are ok to replace without permits.

Just some info.
The entire budget for the Energy Efficiency Alberta Agency is $45MM. I believe this particular program is $21MM. That seems pretty low to me but, if for some magical reason, they stick to that number is the risk of that money being spent on what may be a failed experiment worth the benefit they are hoping to get out of it? To me, that dollar value represents no risk at all.

So by altering the current drawn by a circuit through changing a bulb isn't altering your system? Gonna need a citation where it says that in the code book. Like I said it's an overlooked rule but it's definitely a modification/alteration.

My understanding is that installation is free. The bulbs, power bars, thermostats etc. are not free they come with a price. The question is, how competitive that price will be?

But to specifically answer your question, no, altering the amount of current through an existing system while keeping within the already approved load parameters of that system doesn't require a permit. Specifically adding a lower draw light bulb is fine because the system is already approved for a draw of electricity between certain amounts. Changing a bulb doesn't change that.

If we guess each household is a cost of $200 for sending someone out and a few free items, that's 105 000 households, or 7.5% of the province. Not sure if that is a reasonable estimate or not...

The city's brochure for homeowner electrical permits specifically lists examples that you don't need a permit to replace: "switches, receptacles, light fixtures, breakers".
