Apparently this is more about the new regime being more honest about actual tickets being sold than it is about the number of people in the building so it likely ended a while ago.

This is my 8th year living in Vancouver and there are more ads for ticket packages around the city than I have ever seen. Resale prices are also down.

Even at the end of last season, I bought a pair of Flames tickets from a season ticket holder who said he was even having trouble giving the tickets away to his clients - nobody wants them.

Yeah there are articles that have said the record was likely over a few years ago as there have been lots of empty seats in the upper bowl for a long time.
