Default external speakers

Here's my situation.
I hooked up some external speakers to my tv. The volume control for the remote doesn't control the volume on the speakers. The mute button works though. they'e actually the 5 speaker system for pc's.
The speakers have their own volume control.
I have a shaw hdtv receiver -> hdtv, using hdmi.
also have vcr composite and dvd component.
I've changed audio setting from internal to external on both shaw box and tv. Have tried hooking up the speakers to both the tv audio out and the shaw box audio out.
Could they both be fixed level? is that pretty common and I need a receiver. The speakers used to work fine on a 20 year old RCA tv, that had both fixed level and hifi out
