Broadcast had it as 2nd and 8 - meaning it would have been 3rd and 3.
But that's not where the ball was - so I assume TSN had it wrong.

Penalty is applied from where the ball was prior to the snap on an offside, Suitor had it wrong

Probably for the best Dawson is shaken up. Fumbled (down or not) today as much the Joffrey Reynolds did against the Esks (then Riders the next year) in the playoffs a decade or so ago.
