We try and breed out flaws and problems in other animals, is it that bad to do the same with humans that can't really contribute to society not by their own frault but due to genetics? Except that was a racial thing, there is nothing wrong with Jews and I can't see the comparison with mentally handicapped.

Limiting someones ability to pro-create because of a physical deficiency is the definition of discrimination.

Sure it may save tax payers money and free up resources in the health care system, but what would it say about humanity?

It would say humanity is humanity. Depends really how you define humanity. We can't take the humanity stance forever or we are going to destroy ourselves over it. At some point we have to step in and regulate reproduction or it's game over for us and everything else on the planet. That is the reality of the situation. You can preach all you want about our rights to reproduce but it won't do any of us any good if we are all dead as a race in 50 years.
