Correct.
And the answer is complicated.
An accountant is an arm's-length professional relationship, an accountant cannot plead ignorance of the regulations regarding the funneling of funds into off-shore accounts.
Ultimately, an accountant should know the rules and know that this is illegal and refuse to do the transaction. Failure to do this would result in consequences for the accountant.
By the same token however, there are instances where an accountant (shady ones) will process the transaction on the directions of the client.
So really, an accountant could do this without the client's knowledge, but he would absolutely be the one to take the fall and that would have to be one hell of a dedicated accountant.
Or, an accountant could do this but the client absolutely would know about it and therefore be complicit.
What they're doing here is; 'Ignorance is no defence' which is very common.
