I don't understand this. Stroman has thrown 94 pitchers, has allowed 4 runs through 5 innings. This is a guy on a innings limit for the year. Why are we bringing him out for another inning when the bullpen is well rested?

Probably because the bullpen has a history of making 3 run deficit a 7 run deficit. Zero confidence in most of the pen.
