Not sure which "western countries" apply, but here's a snapshot:
Australia: between 16 and 18
Belgium: 16
Brazil: 18 (but authorities may not prosecute if youth is 14-17 and does not complain)
Costa Rica: 15/16
Czech Republic: 15
Denmark: 15
Finland: 16
France: 15
Germany: 14/16 (In Germany intercourse is legal from the age of 14 provided both partners are aged under 18 (or 21 in some circumstances).
Greece: 15/17
Italy: 14
Mexico: 12-18
Netherlands: 16
New Zealand: 16
Russia: 16
Slovakia: 15
Spain: 13
Sweden: 15
Switzerland: 16
UK: 16/17
USA: Most are at 16-18, a couple states at 14 (In some U.S. states a lower age applies when the age gap between partners is small, or when the older partner is below a certain age (usually 18 or 21).)
How is Canada on that list:

In Canada consensual activity with those over 12 may not be an offence if the accused is under 16 and less than two years older than the complainant. The exception is anal intercourse, to which unmarried persons under 18 cannot legally consent according to national law, although provincial laws may vary.

To compare Canada to most of those, our country is low. This new law would just put us back in with most of the rest of the "western world".
Also, it would stop "sex tourism" - people coming here specifically for the reason of our low age of consent.
