I'm not sure what speed and the effectiveness of winter tires have to do with each other. Winter tires are better at gripping snow/ice at all speeds, not just high speeds.

I still can't understand why some people cannot get the fact that WINTER tires DOES NOT EQUAL SNOW tires.

^^ Talk to the CBC then. In their article the use the two terms interchangeably.
