I don't really care to see teenagers lose out on an opportunity or privilege, but it doesn't bother me either.
Part of sanctions is to isolate and ostracize a country on as many fronts as possible to make it clear that relations are not normal. It would be kind of weird if the CHL didn't have a temporary ban on countries being sanctioned heavily.
It's like saying, hey Russia, I know we are banning practically all Russian-Canadian business to economically hurt your industries, but would it be OK still if we can have a few of your teenagers to help our CHL owners make money?
Implementing measures to avoid Canadian businesses from going hat-in-hand to Russia for anything is a good thing.
