Honestly that’s a rough deal for Germany more than anyone.

I heard this tournament referred to as being in a "soft bubble". Given the IIHF declaration that officials on ice now have to wear masks, were they not part of this bubble? Allowed to leave the hotel etc? Is that how it got in?

Not the whole world. There are only 12 countries in the world right now that impose mandatory mask mandates and they are all white majority Liberal countries. Its just us, the west is made of cotton candy and unicorn tears. The world is pointing and laughing at how soft we are.

“White majority liberal countries”: Spain, Morocco, Brazil, Mexico, Indonesia, S. Arabia, Turkey, Argentina, Thailand, UAR, Nigeria, Israel, S. Africa, Singapore, etc all have mandates. Countries like Japan, China, S. Korea, India don’t need mandates because their populations all wear them anyway just based on recommendations.
