Oh no...i agree the reaction is WAY over the top.
It is unquestionable though, that he really needs to explain what he thinks was his right to go and grab another MP by the arm in an effort to march him through the house to his seat. The girl getting tapped in the chest is secondary in all this IMO...but trying to strong arm someone? Just cant do that and an apology will ring hollow no matter what.

Elbow or not, the bigger issue is why does he feel compelled to be stomping across the floor to hurry another MP along and having to grab the guy to do it?
It's one thing if the guy was in his face or there was some (and there isn't) clock ticking and the bill turns into a pumpkin, but on a bill going to vote (assisted suicide no less) to be that impatient? And that's just in general, nevermind doing it in the house of Commons, while in session... and it's not some yappy backbencher who doesn't know better, its the leader of the Liberal party and current PM. Just bizarre.

Personally I think the bigger issue is the NDP acting like 5-year-olds and blocking Brown's path to his seat. It's pretty clear that what Trudeau was doing - perhaps more forcefully than he should have - wasn't 'hurrying another MP along' but helping him through a childish blockade of NDP bodies.
The subsequent tirade Mulcair goes on, the massive over-reaction by pretty much the entire NDP caucus, and their infantile behaviour which sparked the whole incident have left, in my opinion, the NDP looking far worse and more juvenile in this incident.

Sure this was brash by Trudeau but really...honestly...if this gets people to pee their pants then life in Canada is almost too civil.

The original childish moment is the NDP blocking the PC Whip from getting through, trying to delay the vote. I don't know who the guy facing away is but he's moving back and forth to make sure the whip (Brown) can't get through. This is happening right in front of Mulcair, so you know its part of a plan.
Trudeau gets pissed off, pushes through the NDP blockade and grabs the PC guy. While stepping back his left elbow contacts Ms. Brousseau.
All hell breaks loose. Muclair acts like a buffoon yelling the rather sexist "What kind of a man elbows a woman". Brousseau, weakly, follows her parties lead and builds this into some major assault.
I've seen worse "assaults" in grocery stores with people trying to get shop in an orderly fashion while a family blocks an entire aisle to passersby.
The elbow was impolite but that's about it, certainly not intentional.
I don't even like Trudeau, and he shouldn't have done it, but the NDP trying to work it up to some frenzy makes them look like the bigger morons.
Brousseau's speech in particular was vapid. Alleging so much harm over so little.
The losers are Canadians. This is your government in action.
EDIT: My favorite social media posts suggest a couple of the NDP members might have learned well from Trudeau's drama classes. Clever dig to all involved.

Indeed. And nevermind the other members of his party clapping and celebrating as he's physically moving the guy along?
I'm also a little confused at the comments of some people here complaining about Brosseau's reaction. This isn't the NHL where you can slow motion replay to see if the hit was "real" and legitimate. It's not like they were knocked out of commission for multiple days. If someone at or visiting my office physically grabs or pushes somebody in an unwelcome manner AND then also elbows another in the process, I'm going to be pretty riled up.
I can't stand the NDP or Mulcair but I can totally understand him yelling. I sure as heck wouldn't stand there and call out the person who got elbowed; I can totally understand if they were shocked and offended.
What kind of environment do you guys work in?
