His agent I would think will be looking for an NHL team who provides him with the best opportunity for an Roster Spot going forward.
(Playoff teams and Non Playoff teams qualify with this criteria)
For example, the Flames have been promoting and playing the rookies all season. I would think that is a huge factor.
i.e. teams like, Islanders, Flames, Winnipeg etc.

He can come on the NHL roster without playing a game. There is no roster limit past trade deadline I believe.

Since we only have 1 call up left from Addy, couldn't they sign him and keep him with the flames as a backup plan if we run into injuries and need bodies in the playoffs? PeteMoss mentioned that there is no roster limit, so it could be to a playoff team.

It doesn't actually get them closer to UFA status. All of these guys are over 20, so they'll all reach UFA status at the age of 27 no matter what kind of deal they sign this year.
What it does do is get them out of the entry-level system sooner, so they can sign any contract they want at the end of their entry-level deal. It also allows them to sign a contract with a signing bonus, which will be paid in full after they sign the contract (and can be up to 10% of the value of the contract). Then, they'll receive another signing bonus on July 1 for the second season of their deal.
This can be short-sighted sometimes because it gets them out of the entry-level system earlier, but there's a good chance they'll be looking for a new contract when they still haven't established themselves on the NHL roster, so their second contract is likely closer to league-minimum than their first ELC-maximum contract. It's that second contract that will see them start getting NHL playing time and collecting an NHL paycheque.

I hate that you have to convince some of those guys by putting them on the NHL roster right away, but really - would giving him 4th line minutes vs Edmonton or Arizona really hurt the Flames? Don't think so ...

Huge coups for the Flames if they signed him. They would have gotten what some consider the top d-man and one of the top forwards for this years college free agent pool.

Its not new, teams I believe have 4 call ups post trade deadline.
Once those are used they can request Emergency Recalls.
