Screw that, if its a circus they want then lets make it a real circus:
In the shootout the shooters can only have one skate on and the goaltender has to take his skates off and has to use one of those novelty mini-sticks.
No more rules about the puck having to move forward, lets get the wraparound in there.
If theres a tie after three shooters the coach has to shoot pucks at the goaltender using a t-shirt cannon specially modified for pucks.
If that doesnt solve the matter then the ice girls have to try and score using their shovels.
One ice girl will be allowed to continuously beat the goaltender over the head with the trash can just to make things fair.
If all of this remains insufficient then the goaltenders shall have to defeat the home team's mascot in unarmed, honey-pool combat.
Now that is something people would pay to watch!
