These were the original rules collectively bargained in 2011. I don't believe they changed much (if any) in the new CBA.

There has been a few tweets that have fallen on game days where TJ has not been scratched. There was even one mid game in a game that TJ was playing.
I'm not saying TJ is absolved of all involvement but I find it hard to believe that it would only be him. A group of players, trainers, wives or similar seems like a more likely culprit.
Again, I have no inside information I'm just giving my opinion on the matter.
